Said while rising from the bow. The perfect سَمِعَ expresses certainty or a wish ('Allah has heard / may Allah hear'); لِمَنْ is لِ + مَنْ 'for whoever', and ـهُ at the end of حَمِدَهُ is the object pronoun 'Him'.
